LIV Ma’ale Adumim

The Project

The highest quality of life
Ma’ale Adumim has ever seen

Ma’ale Adumim’s premier residential project.

A groundbreaking residential complex that redefines quality of life in the city.

Homes, shops, leisure and workspaces in one place, planned around the people who live here.

The project offers a complete envelope of living, with generous shared spaces: a luxurious residents’ club, an advanced gym, an indoor play room, a rooftop terrace, a ping-pong room and further leisure and community gathering areas.

Every part of it was built for a way of living that is comfortable, connected and of the highest standard.

This isn’t just another project. It’s a decision to live on a different level.

Location

The best address in the city

The project sits at the best address in the city. Close to the entrance, close to the city center, close to the mall, close to the schools. Everything is nearby, easy to reach and right at hand.

The method for a better quality of life

Life Zone communities raise your quality of life by creating an advanced community environment, one that brings together a rich community life, stronger emotional wellbeing, better physical health and a lower cost of living.

Our work rests on a holistic view that sees the individual and the community as one whole. That is why we develop places that allow genuine connection between neighbors, alongside everyday convenience and services that complete the picture.

All of this is made possible by smart community-management infrastructure and advanced technology, woven into the careful planning of each community, so that living here stays comfortable, high-quality and forward-looking over time.

Liv Near The Park

The Park Next Door

Here, children step straight out of the building into a wide-open park, with no roads to cross and no traffic to navigate. A safe, green and welcoming space of about 10 dunam (roughly 2.5 acres), with lawns, trees and a variety of play equipment.

So every afternoon becomes real time well spent: for the children, who get freedom and play, and for you, who get quiet, convenience and a better way of living.

The Developer

The project is developed by the Dekel Adumim Group, local developers and investors who bring a deep understanding of the city and its community, together with Ari Uriely, who brings more than 30 years of experience in management, real-estate development and technological innovation. Throughout his career he has studied the link between where people live and how well they live, working from the conviction that a home is far more than a structure: it is the foundation for a better, healthier and more balanced life.

As CEO of Tidhar Construction, Ari led the delivery of thousands of housing units and helped embed high standards of planning, execution and management. The uncompromising approach to quality he championed earned him the National Quality and Excellence Award and a citation from the Israel Building Center for advancing modern management practice in the industry.

Ari Uriely’s experience and delivery record, combined with the developers’ intimate knowledge of the city, is what makes a project of this caliber possible here: a project built around what residents actually need.

Questions and Answers

At the entrance to Ma’ale Adumim, on the site of the old college building, across roughly 6 dunam. The development will comprise 250 housing units, with a neighborhood retail center on the lower level including a supermarket, a health-fund clinic, cafés and shops. Adjacent to the project, the municipality plans to build a major city park.
The project is developed by Dekel Adumim Group Ltd., made up of local developers and investors who bring a deep understanding of the city and its community. Among the investors is Ari Uriely, who brings more than 30 years of experience in management, real-estate development and technological innovation.
The project is at an advanced planning stage. Applications have been filed for a full building permit and for excavation and shoring under the “green track” (the fast-track procedure), alongside the rezoning process approved by the Ma’ale Adumim Municipality on 14 January 2025.
Bank Leumi is backing the planning and land stages. Once the building permit is issued, full bank-supervised project financing will be put in place for construction, in accordance with the Sale (Apartments) Law.
The land is owned by the Israel Land Authority (ILA) under a valid lease. Apartments are purchased from the property owner, Dekel Adumim Group Ltd., which will act as the registering company for transferring title to the buyers.
Work on site (excavation and shoring) is planned for summer 2026.
Handover is planned during 2029, in all cases subject to the sale contract.
Approximately 6–8 months.
Early registration, which means completing a registration form and transferring a good-faith deposit of ₪2,000, secures your place among the first 100 buyers to choose apartments. Registrants take on no obligation to purchase, and the deposit is refunded in full if a registrant wishes to withdraw for any reason. Choosing an apartment, with a registration form and an advance of ₪20,000, reserves that specific apartment for you until construction begins. Again with no obligation, and with a full refund if you withdraw for any reason before signing a binding sale contract. Signing the contract: topping up to 25% of the apartment’s value and receiving a Sale Law bank guarantee from the financing bank, so that your money is secured by the bank as required by law. Remaining payments: the balance (75%) is paid according to construction progress and in accordance with the law.
That is the real advantage: right up until the binding sale contract is signed, you may cancel at any moment and receive all of your money back, whether at the early-registration stage or after choosing an apartment. At these stages you carry no financial risk and no obligation.
From the moment a sale contract is signed, the company is bound by the Sale (Apartments) (Assurance of Investments of Persons Acquiring Apartments) Law, 5735-1974.
Full air conditioning, smart-home wiring, electric shutters, wall-hung toilets and a kitchen chosen from a range of quality options.
A designer lobby, 5 elevators, a gym, a residents’ club, a plunge pool (no lifeguard on duty), a jacuzzi and a pneumatic waste-disposal system (chutes on every floor).
The development has 250 residences plus retail space, so costs are shared across all residents and uses to cover ongoing maintenance and keep the property in good condition. The developer commits to fixed management fees for the project’s first 3 years, ranging from roughly ₪320 to ₪500 for typical apartments and up to ₪600 for the large loft apartments, depending on apartment size.
The development will be managed rigorously by a management company, to prevent nuisances and protect residents’ quality of life. The residents’ regulations, signed by every tenant and buyer, will form the basis for conduct within the development and for maintaining the facilities and the standard of the place.
Every apartment comes with one parking space. A limited number of additional storage units and parking spaces may be available for purchase at a later stage.
Internal changes to the apartment are possible, as set out and governed by the sale contract.
Yes. In line with the Ma’ale Adumim local planning committee’s requirements, the buildings will be clad in stone together with various prefabricated elements. Construction will most likely use the conventional (wet) method customary in Jerusalem.
Appliances are included in investment-track apartments only. Studio and 2-room apartments: fridge, oven, induction cooktop, washing machine, clothes dryer, microwave, 55" TV, coffee machine, waste disposal unit, water filtration and smart electrics. 3-room apartments: fridge, dishwasher, oven, induction cooktop, washing machine, clothes dryer, microwave, 55" TV, 43" TV, coffee machine, waste disposal unit, water filtration and smart electrics.
Legal fees in accordance with the Sale (Apartments) (Limitation on Legal Expenses) Regulations, 5775-2014, and connection charges at the standard rates of the relevant utilities, such as electricity and water.
The price is final, but payments not yet made are linked to the construction inputs index.
Yes, in all cases subject to the Sale (Apartments) Law.
From the issue of the building permit (excavation and shoring) or the signing of the sale contract, whichever is later.
The project is intended to answer a severe shortage of rental apartments in the city, small apartments in particular. Under the framework agreed with the municipality, these apartments are bought by investors who then rent them out on the open market for 15 years from handover.
The first 100 registrants may choose the “Zero Worries” track, under which the developer handles renting out the apartment and guarantees, for the first 3 years, rental income of at least 3% of the purchase price. If the actual rent is higher, the difference is entirely yours. We take care of everything, and you simply receive the rent.
Yes. Anyone may rent out their apartment themselves, provided the tenant registers and signs the building regulations with the management company as a condition of the lease taking effect. This mechanism exists to protect the success of the project, the building and the use of its facilities. If you choose to rent out the apartment yourself, you will not be eligible for the “Zero Worries” benefit that guarantees income for the first 3 years.
There is no restriction whatsoever on selling the apartment.
Yes. 8% of the total monthly rent, covering marketing and finding tenants, managing the relationship with them, collection, and day-to-day handling during the defects liability period. For repairs and maintenance beyond that period, the owner pays the tradesperson directly.
Agreements run for one year with automatic renewal for up to 3 years, as long as the tenant has met all payment obligations and respected the rules of the development. At each renewal the rent is linked to the index, plus a real increase fixed in advance.
100 units are allocated for this. In the first stage, the right to buy an apartment to live in is reserved for residents of Ma’ale Adumim, under an arrangement made with the municipality. Once that stage is exhausted, members of the security forces will also be able to buy, and later the opportunity opens to everyone.
If you buy as a primary residence, the apartment may not be sold for two years from handover.
